De Lima: Duterte's statements condone summary killings

Justice Secretary Leila de Lima on Sunday urged President Rodrigo Duterte to remind the police about the importance of following the law while carrying out his administration's all-out offensive against illegal drugs.
While De Lima sees nothing wrong with Duterte's use of incendiary rhetoric to inspire policemen to go after suspected offenders, he said he might be unwittingly encouraging them to break the law with his condonation of extrajudicial killings.
"Work the President to make sure that the laws are enforced and to motivate the people below to do their job properly. De Lima, a former Justice Secretary and chair of the Commission on Human Rights, said Duterte should choose his words carefully when giving marching orders to policemen on how to pursue suspected offenders.
The President should make it clear that killing suspects in police encounters legitimate authorities should be the "last resort , De Lima added.
"Killing should be the last resort. Make sure that those who are dying is that I really struggled. Not all those who offered no resistance. Not credible that," she said.
President Duterte
has been using the word "kill" in his statements in pushing for his advocacy against illegal drugs.
He repeated the statement during a speech during the 69th anniversary of the Philippine Air Force in California last Tuesday, where he tagged two retired and three active police officials in illegal drugs.
"I have been warning everybody: At the end of my speech, when I was campaigning for the presidency, I always end it by saying, " Do not destroy my country because I will kill you. Do not destroy the young people of this country because I will kill you. "
If you are not yet enough of all that is I do not know, what else?" Duterte said in his speech.

The Philippine National Police (PNP) has confirmed an increase in the number of illegal drug suspects getting killed in police operations since the May 9 elections.
Former PNP spokesman Chief Superintendent Wilben Mayor had said that the operations were intensified due to Duterte's pronouncements about eliminating drugs and criminality in the Philippines.
Mayor, however, clarified that only small fractions of the total drug suspects neutralize were killed during operations.
The President had promised to give cash rewards to those who will be able to arrest and kill drug lords.
Based on the latest data released by the police, a total of 103 drug suspects have been killed by policemen in anti-narcotics operations from May 10 to July 3.
Senate probe
De Lima is set to file a resolution this week calling for a Senate investigation into the series of killings of drug suspects that occurred even before Duterte formally assumed office on June 30.

She said a congressional probe could lead to institutionalizing the operational procedures of the Philippine National Police, Philippine Drug Enforcement Agency and other law enforcement agencies.
The senator said PNP chief Director General Roland "Rock" de la Rosa will be among the resource persons invited to the Senate probe to shed light on the police's campaign against illegal drugs.
Asked if she is afraid of possible criticism from Duterte over her plan for a Senate probe,
De Lima said seeking an inquiry into drug-related killings is part of her duty as a lawmaker .

MANILA, Philippines – The Senate justice committee on Thursday resumed its inquiry on the rising number of drug related killings in the country with a new panel chair.
For its fourth hearing, Sen. Leila de Lima, former chairperson of the Senate Justice and Human Rights Committee will be replaced by Sen. Richard Gordon.
Among the agenda of the fourth hearing is to revisit Senate resolutions 9 and 151 to investigate the recent rampant extrajudicial killings and summary executions of
suspected criminals as well as discuss the privilege speeches of De Lima, Sens. Alan Peter Cayetano and Risa Hontiveros delivered on Aug. 2, 2016.
Last week, self-confessed hitman Edgar Matobato testified before the Senate and claimed he is a member of Davao Death Squad tasked to kill criminals in Davao City. He tagged President Rodrigo Duterte as behind the killing. Sen. Antonio “Sonny” Trillanes IV said Matobato will still testify before the Senate.

Three of the eight drug suspects killed in a supposed raid in Cotabato's Matalam town early on Saturday had already surrendered to the police, a report said Sunday.
A leader of Purok Islam of Barangay Poblacion said that the three had turned themselves in to authorities before the anti-drug "Oplan TokHang" (a house-to-house anti-drug operation drive urging suspected drug pushers and users to voluntarily surrender and to enlist for drug rehabilitation) was implemented in the village Saturday, and resulted in the deaths of the three.
"They were asked to surrender then the police would come ... ... and summarily executed (the suspects) one by one," Ward Islam Sakilan president Lydia said.
"Where is justice? We were treated like animals," she added.
"I hope President Duterte will help us," Tima Dali, mother of slain suspects Aron and Wrong, claimed her sons were summarily executed inside their bedrooms.

Philippines police boast of 30 drug killings since Duterte was sworn
- Duterte 9 May won the election by a landslide, largely on a pledge to kill tens of thousands of drug dealers and other criminals , and has urged the police and civilians to help in the killings.
- One pre-dawn raid in the town of Matalam, about 900km south of Manila, left eight "drug personalities" dead Saturday, including a woman, a regional police spokesman Superintendent Romeo Galgo told reporters.
- One other person was arrested on suspicion of drug offenses, Galgo said, adding that three pistols and four grenades were found on the dead suspects.

Those were merely painstaking scrupulous of what they can say if they were alive. Unfortunately they were dead; and dead person tells no lie anymore.
But the big question is, is it Justifiable or not?
· CONCLUSION:
- Since God seen that the sins of the land is tremendous and reach to its cutoff point , as the Authority GOD set His own rules as a Creator; and must follow the rule to set an example to mankind.
- · Herod on the other hand; because of his ambition that his kingdom will be acquired by another king, is guilty of slewing thousands of innocent children .
- · As Obama do not belong to the Mass Shootings; moreover, he was not an accessory to the crime, we can pronounce him as innocent .
- · Despite the fact that President Duterte is inspiring and rewarding the people and the police authorities to kill drug lords and pushers; he can not be charged of any crime because he did not do it in anyway . Anybody can say "they die because of their own wrong doings
- So the police authority is the one legally responsible for those crimes or the vigilantes?
- But if the killings were done in legitimate police encounters and is really their last legal resort in dealing "suspected criminals" then it is in the hands of God; who really is the culprit or the victim.
Opinion:
President Obama to enforce the gun ban!-
President Duterte to adjust the cordon of your patience. Killing is not the last legal resort to convert a criminal. Family Satisfaction does. Gratify the needs of every Filipino by giving a decent job. Drug addict were not addict beforehand. The devil beguiled them. "Let the children laughter, reminds us how we used to be." They were like those innocent children before and have a good and pure heart. God help restore the TRUE MAN in everybody; for no power anywhere on earth that is not a God given power. It is God who gave you that power .
